The Pinay bond was valued in a way indexed on the value of gold, keeping in check governmental bond emissions and making the Pinay government very popular (its coupon value fell with the Franc through this indexing : the more the Franc fell against other currencies, the more gold would naturally rise, increasing the value of the bond through indexation, encouraging selling for buying gold (as the coupon loses relative value) and making it harder for the State to compete through its emissions except with higher coupons).

I suggested to Gemini to do the same with depleted uranium. This time the market value of uranium enrichment plants is used for the indexing. The more a plant has produced uranium 235, the less valuable it is on the market because there is less demand for later enrichment (production glut, especially when the plant runs solely for DU production). In fact it should be the coupon value that should be indexed, in my opinion : the lower the uranium enrichment plants’ value on the market, the higher the coupon. This encourages the conservation of the bonds, versus their selling for buying newly emitted bonds, and the State has to provide higher coupons ; it is strangulated by its absence of control on DU emission. It materializes in another way the monetary value of the DU. This is legally much more feasible nowadays. I have inverted the indexing and this works greatly, as confirmed by Gemini :

I argue that the “at gunpoint-deindexing” is likely to happen through gas chambers using part of the DU resulting from the enrichment (leading to crematory weapons that could even be used against the other party of the Treaty, to try to force it to stop monitoring). In this perverse situation, satellite monitoring is essential and rapid reaction with super-artillery systems will be needed. The arbitration tribunal is expected to take its decision in less than a few hours and should hence be available all the time ; as supplement, dedicated satellites working in closed loop with a jointly agreed artificial intelligence could be used to designate targets to each party’s super-artillery, during times when the court is not available.
